I have as well experienced this issue. I have completed 2 successful raids. The first raid i triggered was with my fiance she got the achievement even though i had the bad omen effect and did not get the achievement. I after did one on my own from a different pillager outpost and still have not been rewarded for satisfying requirements for this achievement. I am playing Bedrock edition with a pc.
