Try sneaking while activating Elytra – Holding Shift (Sneak) might help you bypass the ladder grab.
Use a trapdoor – Placing a trapdoor above the ladder can help push you into Elytra flight mode.
Jump slightly away from the ladder before activating Elytra – Moving a bit sideways could prevent the game from registering you as climbing.
If this was an unintentional change, it might get fixed in future patches. You can also report it as a bug on the official Minecraft bug tracker.
