Perhaps only do this when there are multiple bosses around? That way you can switch the bar between multiple bosses, but single boss fights, and less official usages of the boss bar won't be affected.
This is still a bug and relatively simple to do: do /tp ~ ~ 2E7 a few times until you get kicked for "Illegal position". That world is now unjoinable and you need to edit it with an NBT editor to ever use it again. The /tp command should not let you enter an illegal position.

This is not a duplicate of https://bugs.mojang.com/browse/MC-8565 as this bug occurs in 1.8 snapshots but does not occur in 1.7 or earlier. https://bugs.mojang.com/browse/MC-8565 occurs in 1.7 and earlier, thus cannot be the same bug.
Another side effect of this is it breaks things like https://miners-movies.com/ which is a really cool project that allows replaying of minecraft games. It's a shame to see cool projects like this and Citizens being negatively effected by these random restrictions. Officially supported or not, these projects are cool and represent the creative spirit that minecraft is supposed to be about (at least I thought) and skin can be served in a way that doesn't kill or maim projects like these.

Also, an expire time only poses to prevent servers from serving old skins, rather than skins for incorrect players. This doesn't seem like it's a big enough deal to crash clients or force a disconnect after a certain time period.
It's a shame that this has been marked as works as intended. I only looked for open issues since I was getting a bunch of issues from much older versions of minecraft
Use a relative teleport and do it multiple times until you cross the border. You've never been able to absolute teleport beyond the border.
