this is not a bug, it is because Mojang / Microsoft do not allow non Mojang / Microsoft skins (so custom skins) as it can allow people to do inappropriate things, hope this helps :)

This isn't really a bug, I seen many people able to do this and myself sometimes able to do this.

reset the game and test internet, it happens to me a lot too, it isn’t a bug
