Having the same problem here. Using the "/data get entity [tab] Brain command" I found out that two villagers are using the same workstations even though one of them has an available workstation right next to him. When I tested it in another creative world, the villager's behaviour appeared to be normal and they did not take the same work station like they did in my survival server. Really weird bug and I hope it gets fixed soon.
