Nope, it's BDS (Bedrock Dedicated Server) Version: 1.21.44.01

My test on the Minecraft Bedrock Win10 game went well, but when I tried it on the Bedrock Dedication Server it became like that. I think this should be a BDS issue, not the Minecraft Bedrock codebase, should I reopen with the BDS category?

Yes absolutely, in fact you can't get Underwater TNT when Education Edition toggle isn't enabled.
