I think this is a different problem than MC-11193.
It's hard to imagine that switching the order of power supply to the redstone dust could be the cause of the dropper malfunctioning.

I was able to reproduce this bug in 21w41a. This bug is coordinate dependent. Due to an update regarding coordinates, the regularity of the coordinates may be different from when I posted this.
