I can confirm that this affects 1.18.31 on Windows 10 as well except I usually see the symptom when starting Minecraft shortly after waking the computer from sleep or booting up. Not sure if related as could be merely coincidental, but usually at the same time, any classic skins I have are usually replaced with either Steve or Alex (character creator skins seem to be left intact).

 

Similar to the steps in the comment above, going into settings and using the back button on the top left will usually restore the texture pack. In a few rare cases, I had to deactivate the texture pack, and re-enable it (no need to leave the settings menu between; has no effect upon the aforementioned classic skins). Exiting and restarting Minecraft afterwards will result in correct loading of the texture pack. As a side note, I do not use the Launcher for the "Bedrock" edition (I have not attempted, but not sure if any of the XBox services gets suspended).
