Ive been running into this issue too. I have a trading hall set up close to an iron farm. Each trading station is a 3x3 room with a bed and a work station.
My iron farm was super efficient. The first handful of trades were easy to set (break the work station until they offer a trade I wanted), they always picked up a job nearly instantly.
I never place extra beds or work stations, because I dont want them assigning themselves to one they cant get to. I only place them once I have a villager in the cell.
With my iron farm, one of the villagers just stares at the wall now, instead of running around and occasionally sleeping (He is in a 3x1 cell with a bed, fully enclosed except the wall facing the zombie).
For my trading hall, new villagers will pick up a job at their work station once every few minutes... I'll break their work station and replace it, but they will pretend like its not there any more. I have to leave and come back later to check to see if they picked it up.
