I came to also report this. I mined 15 Diamond Blocks with a fortune III pickaxe and Recieved 15 diamonds. I went to a creative world and I made a new diamond fortune III pickaxe and repeated thinking it might have been a glitched item or a glitched save. That was not the case. (on Xbox One)
I did some testing if it's helpful. Ores that without fortune return more than one like lapiz and redstone seem to still have increased yield when you use fortune. Ores that only return one without fortune (Diamond, Coal, Quartz, and Emerald) only return one for one for all levels of fortune (not just fortune III). Seems unrelated to tool material.
