Another case:
Friend had trouble downloading this specific file: https://resources.download.minecraft.net/86/868c7a7c4d9358d631fa2f9abfc6bbf05d88292d (I suppose it's ancestry.ogg)
We're both in Poland
We both tried using curl to download it and both got the same result consistently (I tried it about 4 times):
curl: (18) transfer closed with 1409843 bytes remaining to read
I then used a VPN to connect from US New York
Then the file downloaded without a problem, immediately
It looks to me like it could be a CDN issue, whichever CDN it connects to from Poland has that file messed up on its servers somehow.
Edit: As of now (9 hours later), which is after Szliben's comment above, the download now works fine for me as well without using VPN.
