Just confirming that I'm having similiar issues with cat breeding in 20w19a (Java edition, server). David's strategy of going down to bedrock to convince them to follow me worked and allowed me to get a kitten. Upon returning to the surface, they will no longer breed. perhaps it's related to the structure I placed them inside of messing with their path finding?
First, I tamed a pair of naturally-spawned villager cats, which I had follow me a fair ways (~1000 meters) to spawn. Then, I left them in a small fenced in room, with closed gates and a room overhead (several chests, torches, an enchantment table with several bookshelves, furnaces, oak and spruce planks, cobble stairs, cobble slabs, glass panes, if any of that matters). A while later, I tried to breed them (raw salmon in my case). Similar to David, they would look at each other and purr, but would not breed. A few seconds later they would accept another fish, still not breeding.
I also used cheats to spawn in a second pair of cats, tamed them, and tried to breed the egg-spawned cats with each other (also in the same fenced in room, with the original cats moved out of the way). They would try to breed, hearts would appear, but no kitten.
