I've had this issue recently too. I run Windows 8 too, so I'm not sure it's just the operating system. To solve this issue, just change the preset of the superflat world. When viewing the preset menu, just change the amount of dirt built in the world where it says "2x3" and change the 2 to the amount of dirt you want to remove the fog, I use 20. Although the dark sky cannot be removed at this height, you can change the amount of blocks to reach at a y of around 60 and 70.
