Probaly its a bug. I have one world that was created before the acctualy version (created on version 1.12), and i have build a pillager farm next to a outpost and the spawn rate of the captain pillager was something normal, like for 5 normal pillagers that spawns one was the captain. Recently me and my friends created a new world after the actully version released 1.14 and i have noticed that the spawn rate of the captain have decreased a lot and now is something that i pass an entire day cycle and with some luck the captain spawn on the outpost. So i decided to try in the oldest world that i mentioned up and the spawn rate is more commun than this friend world, so yes, problably its a bug .
