MC-255463 Iron Golems no longer spawning Invalid

I am not using any modifications, just vanilla. I have found the cause for the failure of the Golems to spawn in one of the cases. Their spawning region was confined to an area with running water (which pushes them into a pit to be harvested). When I remove the running water. A Golem will spawn. So is this a new behavior, or a bug?

I have uploaded the requested screenshot and copy of world. Thank you for the support. I am a professional software / systems engineer myself. 35 years of experience. My World file is 4GB, and your upload limit is 10MB. Even deleting the other dimensions, and limiting the region files to those touched in the last week is over 100MB. Please advise.
