After spinning up a test environment, I have discovered it is the Client Information/Client Settings packet ( https://wiki.vg/Protocol#Client_Information_.28play.29 ) that is being spammed. It seems just EVERY game setting is causing this packet to be sent, even if they contribute no data for it (ie. video settings, accessibility settings, controls, volume, etc). I have updated the bug report title to reflect the root issue, rather than perceived issue.

While I also don't believe that A11y settings are the root cause, they are simply what I observed to trigger significant network activity. I am aware that changing View Distance does indeed issue a packet to the server, but it was not one that seemed to cause a flood of them.
