When attempting to connect to BDS over LAN, some clients cannot join the server without an Internet connection. Note that the server is not set to require Xbox Live auth (online-mode=false), and clients are indeed on the same LAN and version as the server.
This only affects some platforms:
On Windows 10 and Android, clients can join the server without issue.
On iOS, clients can continue to play on the server when an Internet connection becomes unavailable if they joined while an Internet connection was available, but cannot join the server without a connection: "Connection timed out."
On Xbox One, clients will be forcibly disconnected if an Internet connection becomes unavailable (Xbox will sign out), and cannot join again without one: "Connection timed out."
This issue did not exist on servers/clients before 1.12.0.

In order to keep the Bedrock Dedicated Server project running smoothly I'm going to request this issue be closed as Awaiting Response.
Never fear though! If this is still affecting you in the latest version (and is related to Bedrock Dedicated Server and not the Minecraft Bedrock game) all you have to do is comment and it will reopen.
If your issue does still exist but is related to the game and not the server software please head over to the Minecraft (Bedrock codebase) project.
