Created a dedicated server on 7/12, copied over my daughter's world files, and fired it up, and everything worked fine. Everyone had their inventory, full ender chests, etc.
Yesterday, they couldn't log on because "server is outdated". She told me an update was release, so I downloaded the new version, copied it into it's own folder, copied server.properties and permissions.json, as well as world data, and restarted server.
When we logged in, we started at world spawn with no inventory. We got around this by loading the original world on another client, moving everying to chests, and recopying the world. While this mitigated the inventory and ender chest issue, all the pets (cats, dogs, and parrots) were unresponsive to sit/unsit commands. It was like they belonged to other players.

FWIW, after further investigation, I have a little more insight on what may have happened. The original world was copied over from my daughters Xbox profile. Examining the world files in UME, it looks like her info was stored as the ~local_player. all other player server ids appear to have remained unchanged post migration, and apparently her friends' pets and inventory were unaffected (sorry I didn't test this more thoroughly before).
What's weird is that her profile worked as expected initially, just after I first fired up the world in the 17.2 server. It was after the update to 17.10 that she got decoupled from the ~local_player profile...

Fixed! Swapped the "UniqueId" value for the ~local_player and the newly created server profile, and now all her pets are listening to her again. Yay!
