[BDS-17610] Loading into Nether not working when entering a new portal.

When entering a new portal from the overworld to the nether for the first time it does not load. I have to close the game and reopen it. When I go back into the game I am either in the nether but at the overworld coordinates where I placed the portal or teleported back to my overworld spawn area.
