I was thinking I could use commands like /op and /whitelist in game but the game says cheating isn't allowed and some commands should work even when cheating is off, right?
When I activate cheating in server.properties, and use the commands it says command is not found or I don't have permission to use it in game. I'm an operator so I find that strange

I've tested this on my world and it appears to work. Have you tried going into the settings after enabling cheats and checking whether its on? You may also need to demote yourself to member and then promote yourself again.
