Illagers spawn in house that has been built regardless of floor material, roof, surrounding walls, enclosures, and/or light level. Issue has persisted through updates.

Please note, you have also raised this report in the Bedrock Dedicated Server project when it actually relates to the Minecraft Bedrock game.
