You didn’t put so many detail, but if you see the red, it means the connection is bad. But is your server offline?

However, this issue is Invalid.
Unfortunately we don't accept issues related to External Servers here on the bug tracker, but please add more details if you think this also affects the official Bedrock Dedicated Server software.
I'd suggest contacting the PocketMine owner directly or seeking help on the Minecraft forums.
