The fortune enchantment do not work, effecting the amount that you should get with that enchantment such as diamonds, coal, redstone, etc.
The looting enchantment does not work as intended and does not give you bonus loot from having the enchantment

I'm not able to reproduce this on 1.14.60.
Please provide more information on how you came to this conclusion and how to reproduce it. Screenshots or video is ideal.
