I discovered the property is:

..yet the settings file that is shipped is missing the last word:

This issue still seems to be in effect in 1.9.0.15.
To reproduce:
Start server with default settings
Stop the server
Change default access to "visitor"
default-player-permission-level=visitor
Start the server and connect new user. You'll see they have "member" privileges.

I've just checked the latest BDS and release and it includes the correct line. Could this please be resolved.

The issue you reported (of the server.properties not including the correct line and missing the last word) is resolved. However if you're finding that the line doesn't apply that's another question.
It definitely isn't needed on creation. I've switched mine a couple of times since I made it. Let me do some testing on my own server and see what I come up with. Maybe we can get to the bottom of this 🙂

Hi - thanks - I have found https://bugs.mojang.com/browse/BDS-271 which I think is more aligned to the bug (as you rightly say the bug detailed above is fixed). Thanks for offering to do some testing as it is great to here is is working / has worked for someone. 😀
