I don't see an option to enable coordinates in the Bedrock Server Alpha 1.11.1.2
Restarting and resetting OP allowed the Show Coordinates this time.

There is no setting in the server.properties. However, you can enable coordinates via the "gamerule showcoordinates true" command in the command line window or as OP ingame via the chat (just add the slash before gamerule).

Unfortunately yes, to enable co-ordinates you need to either load the world in Singleplayer first or use commands. If you believe this should be an option in the server.properties file please head over to https://feedback.minecraft.net and open a suggestion there.
