Hi,
When attempting to join my Bedrock server from anywhere but the localhost, the server is completely unavailable.
All my other dedicated servers (such as for Space Engineers) work perfectly - this is not a network issue or a machine issue.
What can I do in the extremely limited config for bedrock server to rectify this bug?

While I understand you don't believe it to be, this is going to be a config issue. There are no active bugs that prevent all non-local connections and all other reports that have asserted as much have been config related (usually Firewall).
If you're not able to connect on any other device but it works on the same device the server is hosted on I would start by checking your Windows Firewall configuration.
