Lines of red, black, and blue with black out of screen, impossible to play

As I open a world on single player, it looks like a TV with the rainbow lines down it, accept they are smaller and its mostly back and white, its really crazy, it happens only with the new updates; 1.9-.1.9.2
Ive looked though pages and pages to find an issue, but I couldn't fine one so, its hard to see where I walk because as I move to colors change and they come along with me, its super weird and if you would like me to send a screen show it would be more than happy to, my pc is windows 10, and I would love to enjoy the 1.9-and up features but unfortunately I cant :{

Please force a crash by pressing F3+C in-game for 10 seconds, and attach the crash report here.

I've had this happen to me several times as well. (My screenshot shows OptiFine, but it occurs without it as well.)

This happen to me before. It's not a bug; the cause of this is an outdated graphics driver, update your graphics driver and see if it resolves the problem. If it still doesn't work, go to options... then video settings... and then make sure Use VSync is turned on. If that STILL does not work, then you need to contact mojang support for assistance with that issue that's related to how your computer graphics driver works.

VSync does not fix the issue and my graphics drivers are always up to date.

Edit: Looking at the pictures on my laptop now I see that my bug is different, my apologies.

The environment is supposed to only contain pc details.

Does this still happen with the resource pack disabled?

Yes, it does the exact same thing, I have no idea what to do /.\

Try turning on VBOs.

Options -> Video Settings -> Use VBOs: ON
