[MC-101629] Mobs don't avoid flower pots when they can't jump over them

The bug

Mobs stop moving if they stand on a block with a flower pot and there is a block gap above it that they can't fit in.

Just tried the latest snapshot 16w43a and waited 15 minutes at one of those stuck guys...they are still stuck. In the latest 1.8 version this issue wasn't there.
