[MC-101725] Enderman takes continuous damage from cacti and magma blocks

The bug

Enderman will continue to take cactus damage, even after moving or teleporting away from it. Destroying the block makes the enderman stop taking damage. Whether or not they hold a cactus block has no effect on this. Other hostile mobs do not exhibit this behavior, and only take damage when in contact with the cactus block.

Can confirm for 1.9.4, the enderman tries to teleport away from the cactus but teleports back into the cactus.

Duplicated by MC-101725 and MC-104989 (my own bad on that one xD). Also, just found that endermen do not produce the teleporting sound effect when they appear to be teleporting away.

Confirmed for 1.13.2-pre1. It seems as though the enderman only teleports on the side of the client - server-side, it doesn't even teleport at all.

I can't reproduce this in 19w34a. Pushing endermen away from the magma block/cactus stops them from taking damage.
