Game drops down to 1-3 FPS in menu. In game has 60 FPS that has a lag spike every 2-3 seconds dropping it down to 1 FPS
I've tried everything listed in MC-32606 link that is always linked when this is shown. None of the listed problems work. The Microsoft surface uses CUSTOM drivers and the Intel updater can not update them. Microsoft offers an updater that you can download from their website which I used to no avail. The problem still was there.

Minecraft requires some drivers 15.xx.xx.xx..... something which is NOT AVAILABLE on the Microsoft Surface. A computer that PREVIOUSLY handled Minecraft with 0 problems and works if backing up to 1.8 versions of the game. So something in 1.9 causes the game to NOT WORK. So add SUPPORT for older drivers and surface drivers. The client SHOULDN'T have to MODIFY their computer or buy a new one (if their old one previously worked) to play ANY game.
You misunderstand your other report (MC-101719). The comment about Intel 15.x.. drivers was not mainly directed to you, but another commenter. There is an issue with certain older Intel drivers which can cause your game to crash, and this is not the issue you are experiencing. Updating drivers is the recommended solution as it can resolve performance issues. That being said, you should check for solutions with tech support.
