When we shoot arrow (spectral, potion effect or normal arrows) not full charged in lava, and if the arrow hit a mob, he don't burn (but it is possible that the mob burns a two chance.

Well, I make a schematic.
[MOB] [LAVA] [PLAYER]
Player shoots in the lava with bow:
[MOB] [LAVA] [ARROW] [PLAYER]
\/
[MOB] [ARROW BURNED] [LAVA] [PLAYER]
And hit the mob:
[MOB SHOOTED] [LAVA] [PLAYER]
But, the mob is burned too a two chances.

I can confirm for 16w20a that shooting an arrow with a bow maximum drawn back bow through a single lava block in front of the player does not set the arrow on fire. I am however not sure if this is the bug described here

In fact this is MC-7697.
It's independent if the arrow is an effect arrow or not to set a mob on fire.
Please do not mark unreleased versions as affected.
You don't have access to them yet.
