That's not a bug. You're supposed to place the item into the hotbar at the bottom of the creative box, not outside of the creative box.
It seems like the "resources.zip" which you can add into the world saves without having to use a resource pack are not working either. I attached my file to enable checking. It should have like multiple different songs. It used to work so I know that it is not working in the latest build.

So,
Tame ocelots will stalk towards the player when the player is holding fish.
This might be a bug.
They will eat the fish, emit hearts and sit as if you just tamed them for the first time. However, they will also enter breeding mode like tame ocelots and will breed when sat up.
I believe this is an intended behaviour. Because hearts showing above the tamed ocelots means that they are in breeding mode.
Wild ocelots can be fed fish when they are not stalking the player.
They can be fed fish to initiate breeding mode and breed with each other to make baby ocelots instead of baby cats (kittens).
Upon feeding them they will emit hearts as if you tamed them or were breeding them, however they do neither.
The ocelots should have bred together but did not, so this is a bug.
Similarly, in creative mode, they can stalk over to the player then stop stalking. They will stand there and look down for a moment but may look back up like they are still staring at the player. Hence when you try to feed them they will falsely emit hearts but will not tame.
From the video I've seen that you posted, it seems like you turned too fast. Try turning to the ocelots slowly.
I can't reproduce this bug... It's working just fine for me. Redone step 3 and my cats can still do all those you specified. However, tamed cats seem to creep up slowly to the player if the player is holding a raw fish. Upon using the fish on the tamed ocelot, the ocelot would just enter "breeding" mode.
Seems like it is fixed.
Could be the usage of the same UUIDs on both equipment sets.
Doesn't the Gateway spawn only once and after you kill the first Ender Dragon that spawns the Gateway?
Please Force Crash Minecraft by holding onto F3+C for 10 seconds and then attaching the bug report here. If your resource pack does not work, report it to the author if you downloaded it from somewhere, and verify that you have installed the resource pack correctly.
Plugins are not supported as it relates to a third-party software. Invalid unless proven to work in a pure vanilla server.
Unable to reproduce. Try waiting for a while. It takes villagers some time for them to plant things. Also, make sure that they are Farmers.

I can't confirm this. Do you have your particle settings set to "All"?
Can you provide the seed and the coordinates?
Are you using the correct version of the resource pack for the correct version of Minecraft? Maybe try downloading the resource pack again?
