When you get an effect, your bag page(when you press E) will be moved to right for a bit.

I do think that's intended to happen, because of potion effects when using the Latin letters to offer better readability instead of being all cramped up with words that don't fit on the screen. This has been in the game for I don't know how long, so it looks like a 'Works as intended'. Oh, it's by the way the 'inventory screen', not the 'bag page'.
