Also, it looks like there may be multiple issues you are experiencing (eg. Lag and Screen Blinking) please make these as separate issues as it helps the devs to track the problems one by one over having a list you can't edit easily
I has same problem.

When the clock circuit not working, player move smoothly.
When the clock circuit working, player move then caught glitch.
This problem reproduced on Single player and multi player server.
Is this still an issue in the most recent versions (currently that is 1.11) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time. If you are the owner/reporter of this ticket, you can modify the affected version(s) yourself.
This issue disapperd on my computer environment and Minecraft 1.11 and 1.10.2(I not tested Minecraft 1.9 and earlier.).
But my computer environment many changed from at this issue had occured date.
Linux kernel 4.6 to 4.8.12.
Java(icedtea) 1.8.0_91 to 1.8.0_111.
Mesa3D 11.2.2 to 13.0.2 (libdrm 2.43.0 to 2.46.0, LLVM 3.8.0 to 3.9.0)
Xorg video driver(xf86-video-ati) 7.7.0 to 7.8.0.
The computer environment has changed, I can not write "This issue has been fixed".

is next to useless as no one knows what is wrong other than lag caused by redstone, which is laggy due to many different and known issues, you will need to expain whats wrong and how to reproduce this bug, also if the screen is blinking or you find it hard to explain in words how to reproduce a bug, you can record a video showing how to reproduce and the bug in action (it will also be useful to get a F3 Screen Screenshot and a forced crash report (F3 + C for 10 seconds)) - Thanks
