Hostile mobs are not spawning

I was playing my survival world and it was night time but no hostile mobs were there, I waited multiple nights and still no hostile mobs. I checked and I am on hard difficulty, gamerule doMobSpawning is set to true and I am not too close or far away and still no hostile mobs.

What's the difficulty?

Then why are hostile mobs so rare in this snapshot?

Because of your (local) difficulty being low.

My Difficulty is on hard.

And I am Only on day 5 if that effects it.
