Horse Skeleton trap are part of passive mob cap

It appears that the horses summoned by the Skeleton trap mechanic count as passive mobs, even if they look scary. It is not really an issue but when a large amount of Horse Skeleton trap are in the spawn chunk, no passive mob does spawn (only generate with the chunk, no real spawning). This break the possibility to make an efficient passive mob farm, because there is no way to disable lightnings spawn, even with a layer at maximum build height.

They are supposed to be counted as passive, they are not neutral (attack when attacked) nor hostile.
They may look scary, but that doesn't make them non-passive.

then they shouldn't spawn more than 128 blocks away from a player. I think it is still an undesirable feature (or bug) as player may not be in control of mobs spawning in the spawn chunks while operating a passive mob farm. So far the rule of the game was that mobs only spawn within 128 blocks from the player - skeleton traps is the first exception from that rule. Overall - it is much more an annoyance, then a cool new feature, but that's just an opinion.

BTW - Enderman do count towards hostile mobs, while being neutral to the player, unless they perform some action. The same applies to horse traps.

Thus, I recommend reopening as an issue (bug).
