[MC-103729] Polar bears sometimes can't pathfind up mountains

The bug

Sometimes polar bears have a difficult time pathfinding up to the player.

How to reproduce

Summon a polar bear
Walk up a hill
→ ❌ Polar bear will try to get up but get stuck

Reproducible terrain: 20w28a

Can also confirm this happens when you have a polar bear on a lead. Try to drag it up some blocks and it gets stuck.

Still in 1.12 ... With lead.. cant jump up 1 block when pulling it behind you! :/ We have to have a lead on it and stack up 8 blocks high to pull it up just ONE block :/
