"Moonlight sensor" mode only detects dark

In general, it seems as though the inverted daylight sensor does not detect moon light, but rather a lack of sunlight. The sensor gives full output only when no light whatsoever is reaching it. I suspect this is incorrect, and if not, perhaps it should be a moonlight sensor and activate based on the position of the moon rather than the light level of the area. This issue is long standing and has occurred since the daylight sensor could be toggled. any assistance is much appreciated here.
