[MC-105045] Ladder and fence glitch

I was doing parkour on a server that my friend made and I found out a bug that they used for parkour where you can use a ladder when your behind a fence

Ladders are activated by being within the full block area they are in and walking on any surface. That is why it happens, if you wish to include that.

Is this still a issue in the latest version of the game(currently 1.13.1)?
