Since when is this intended behavior? I certainly hasn't been in the past. Was it an intentional change? In which version? Why?

It's intended because zombies are no longer the same entity as zombie villagers or husks, their ids got split in the very first 1.11 snapshot.

Possibly valid report, see this reddit discussion. As stated in this comment it would be possible to properly upgrade the spawner when loading a world < 1.11 in 1.11+.

This has broken a capability that a lot of us who play vanilla on servers depend on as a way to have villagers for trading in deep underground bases. Mojang should give more thought to how their actions affect the worldwide Minecraft community.

Well this sucks... Getting villagers from zombie spawners has been a valid strategy for years and now it's gone. I get why mobs were split up, but that's not really a good reason to remove this feature. I just requires a few lines of re-coding to add a random chance of spawning in villager zombies.

I get the reason for this on pc but console players have such low mob caps villager breeders are virtually pointless

And I also have just finished a villager splitter tonight and came.on here to see if it was a bug a little annoyed is an understatement

Why is the feature of getting zombie villagers from spawners not reintroduced in some way, after the IDs split? Was there a reason or decision specifically? And will it be possible zombie villagers (can) get reintroduced by spawners at some point? It's rather strange they got removed for technical reasons and then not put back in some way, unless for balancing reasons or something.
I agree, but this is not the proper place to discuss this. Go to /r/minecraftsuggestions instead.
We have to aspect no Zombie villager in spawner or will be a zombie villager spawner?
