Level 2 effects that don't exist with unlimited time

*What I expected to happen was...:*
Potions that don't have level 2 parts should not be able to get.

*What actually happened was...:*
I got Level 2 potions that don't exist

*Steps to Reproduce:*
1. DO /effect (player) 16 8000 1
2. You have Night Vision II with unlimited time

For the record, a duration of **:** does not mean "infinite". It simply means the duration in ticks is longer than the display can support, being MAX_SHORT (32,767 ticks (roughly 27 minutes), which 160,000 ticks exceeds greatly).
