[MC-107407] Zooming out an exploration map turns the map blank

The crafting recipe allows you to use paper to effectively zoom out the exploration map.

But instead of zooming out the map, the map turns blank, only showing the special structure (tested on woodland maps)

Also confirmed on ocean exploration maps.

The problem is that the water and ocean outlines appear to be added by pretending that at these positions are blocks with that color. When a map is scaled, the values of its color tag are not copied or scaled, which means the information is lost. Another problem is that you cannot tell reliably whether a map is a treasure map or not when it is scaled which means it is impossible to add the water and ocean outlines again afterwards.

We discussed this within the team: you should not be able to zoom exploration maps. So the fix is that you will not be able to zoom them.
