[MC-107416] When I try to go to a Cartographer in a village, he never has a map to a mansion.

What I expected to happen was...:
A cartographer should've offered a trade for a woodland mansion map.

What actually happened was...:
He only offered a trade of paper for an emerald.

Steps to Reproduce:
1. Find a village
2. Go to a cartographer
3. Look at the offered trades

Map isn't necessarily the first trade available.

While it's not the first trade available, it's the ONLY trade.

Usually, from what I've seen at least, Cartographers go with Paper for Emerald -> Compass for Emerald -> Emerald for Blank Map -> Emerald and Compass for Exploration Maps.
