Llamas will spawn in mountainous regions onto a block next to a wall, and since the llama hitbox is more than one wide, they start to take damage and die.
In 16w50a they still spawn with their collision box intersecting with the collision box of a block and in some situations might take damage.

Correction: Llama's hitbox is slightly less than 1 block in width. They are 0.9 x 0.9, with a height of 1.87
Cannot confirm for 1.13.
Created a surface mountains buffet world using the given seed, flew for ~100000 blocks, and llamas seemed to be spawning normally, none of them suffocating inside blocks. I know "luck" is half the battle, but I think it's expected to see a llama suffocating inside a block within 100000 blocks of the mountain biome.
Again, cannot confirm for 1.13. I don't want to assume this is fixed, though.
