Hoppers do not work as they used to with this version.
Make a hopper clock. Stick a comparator on each end. With the current snapshot the comparators do not flash with the movement of the hopper clock. Now try this again with 16w41a and it works as expected.
Hopper clocks are now broken. The hoppers do not pass the item back and forth at a regular speed with the current snapshot, and do not trigger the comparator correctly. This release has broken the previously correctly working action.

Not only that, but if you put several items into them it will transfer a handful (from my brief playing 3-4) then quickly start transferring only one item back and forth with no change to the comparators.
May I inquire as to why the issue is still unassigned? This is a critical component of redstone as this style of clock is used frequently in many farms, elevators, doors etc. It will break many peoples worlds & should be considered urgent.
Restored the fix that we added a couple of snapshots ago. The conflicting bug was MC-108127, so in order to make them co-exist there is a special rule for custom cooldown times that are longer than the default (8 ticks).
I confirm. The hopper clock (2 hoppers feeding a single item into each other) has a weird timing issue. The item seems to be traveling too fast to trigger comparators connected to them.
