Commandblocks with "conditional" NBT data on the item won't be conditional when placed

Placing down command blocks with the "Conditional" tag doesn't work.

Steps to reproduce
1./give @p command_block
2.Place the command block
3. Put a command in the command block and set it to conditional
4. Ctrl Middle Click the command block
5. Place it down
6. Notice the command is intact but it isn't conditional
