When spreading players in nether, it will teleport the players only to the bedrock layer

The bug

If you spread players in nether they will be teleported(spreaded) only to the bedrock layer.

How to reproduce:

  1. Go to nether

  2. Write the following command: /spreadplayers ~ ~ 1 2 false @a
    → ❌ You will be teleported (or more players if multiplayer) on the bedrock layer

Confirmed for 1.13.1.

Still present in 20w18a. Additionally, this affects any dimension generated with the "caves" generation (i.e. buffet worlds)

This is working as intended.

@unknown Hello Mr. Siverman, could you please elaborate in what way/why this id WaI?
Example: If one would want to make a UHC starting in The Nether, they can't easily break through the Bedrock roof.
Potentially one could combine a spreadplayers command afterwards with a teleport command down below (plus it may be possible to not port them straight into lava or fire), but in my personal opinion (which might be wrong) this can't be considered WaI without more details.
As Mr. Hedberg is also mapmaker, could you please be so kind to ask him, in case you already haven't? If you already did, more information would be highly appreciated.
