Parrots won't teleport to you if you're surrounded by snow layers or ice.

This issue is caused by fixes MC-96555.

Can confirm for MC 1.12.1.

Occurs in 1.13.2. Note that tamed cats do teleport, but tamed parrots do not, when walking on ice.

Can't seem to replicate in 20w12a... parrots are teleporting just fine on snow, ice, and even trapdoors.
