After updating to 1.12 and entering a world, the observers from old versions bugged, being activated all time.

Having the same issue. My tree farm and TnT chamber are both broken to the point where it would need a full rebuild to repair.
The only way to depower the observers is to break and replace them or update them (which breaks many systems).
Any ideas on how to fix it? The only way I can see would be to manually replace every observer, but that's bound to go wrong...
I installed forge and it fixed! But if you unistall forge it will be bugged again! So you must use forge version until Mojang fix it.
Can confirm this is an issue in 1.12 vanilla, not just with old version observer blocks, but even just observer blocks in general. I'm unsure whether they are stuck in that activated state or if they are just stuck in whatever state they we last in, being stuck on or off respectively.
I too have noticed some redstone update bugs when moving to 1.12, not just observers, but always on pressure plates etc. Fixing in my case required being in creative & rebuilding from that mode as using newly crafted components in survival repeated the issue at the given block or chunk. Perhaps this needs looking into by devs as there may be some kind of Redstone update corruption occurring during the upgrade to 1.12
Is this still an issue in the most recent versions (currently that is 1.12.2, or the latest 1.13 development snapshot 18w07c) of Minecraft?
Possibly related. I have a setup with observers attached to redstone for an automated sugar cane farm. on state change, the redstone lights up behind the observers. but the pistons below them do not fire...
Came here searching for bugs that might cause this.
The world is upgraded from 1.12-pre7 and many snapshots prior to that.
All player data/stats/advancements were reset on upgrade. (manual)
