Can't make splash potions

So, recently, I tried to make a splash regen potion so I could heal my parrots and when I went to put in the gunpowder, the final ingredient, to make a splash regen potion, it did nothing. It used the gunpowder, but nothing happened, and regen potions aren't the only potions affected by this. It seems to vary between potion with it working on invisibility and speed but it not working on regen and poison. And this issue affects all my worlds and servers the same way. I have no idea why this is happening and I hope it gets fixed because my parrots keep flying too close to me when creepers are around.
